Job Title - Senior Community Wellbeing Officer

Salary - £29,000

Hours of Work - Monday – Friday, between 8am to 8pm (flexible hours and working location is an option for the right candidate, if appropriate to the role)

You will be expected to work a minimum of 37.5 hours per week, excluding lunch breaks. The role may include evening and weekend hours.

Overall purpose of the Job

Blackburn Rovers Community Trust (BRCT) is the award-winning independent charitable arm of founding member of the EFL and the Premier League - Blackburn Rovers FC.

Using the brand of Blackburn Rovers FC and the power of football and sport for positive social change, we are seeking to appoint a knowledgeable, compassionate, approachable and dynamic Senior Community Wellbeing Officer.

This exciting role will focus on improving the physical, mental and emotional health and wellbeing of the communities we serve, including vulnerable and under-represented individuals, those living with long-term health conditions, older adults, veterans and individuals within the recovery communities.

This will be achieved through the effective delivery, coordination and development of high-quality community wellbeing programmes, partnerships and targeted services that respond to local need and deliver measurable and meaningful impact.

Duties and Responsibilities

Project Management: The post holder will -

Effectively develop, manage and deliver; mental, physical and emotional health and wellbeing programmes and staff/volunteers who support. Ensure external funding continues to be secured and that the project links in with other local services (including Health providers, Schools, Local Authority, etc).

Provide effective line management, leadership and supervision to Community Wellbeing Officers, staff and volunteers, ensuring high performance and accountability.

Oversee planning and coordination of group sessions, outreach activities and interventions.

Ensure all projects operate to high standards, including safeguarding, health and safety, and risk management

Develop and coordinate programmes for disadvantaged communities, working in partnership with relevant services and organisations to enhance health, inclusion, and community integration. Establish new partnerships and proactively engage under-represented groups, signposting individuals to participate in the Trust’s and Football Club’s programmes, events, and initiatives.

Responsible for achieving agreed project KPI`s and target set by funders and Head of service.

Develop and maintain a strong network of local partners, identifying opportunities to deliver collaborative services that enhance support for individuals with moderate to severe physical, mental and emotional health needs.

Establish and maintain effective working relationships through joint initiatives, including events, workshops, training and community-based activities, and develop robust referral pathways to ensure timely and appropriate signposting of service users to relevant external agencies.

Lead on community research initiatives to better understand local needs, raise awareness of available support, and build trust with under-represented groups.

Develop and deliver creative outreach strategies to engage individuals and encourage participation in programmes and activities.

Attend partner events, workshops, and community sessions to promote services, strengthen relationships, and recruit participants from a diverse range of locations, groups, and charities aligned to the target demographic.

Report on a quarterly basis to Deputy Head of Wellbeing and Targeted Services and at any other time as required by the organisation or funding partners.

Maintain confidential records in line with GDPR and safeguarding requirements.

Undertake every opportunity to promote a positive image of the BRCT and Blackburn Rovers FC.

Operations: The post holder will -

Drive staff development through regular supervision, performance management and targeted training to maintain high-quality delivery standards.

Be an active member of the Trust’s Project Coordinators Team, offering advice and support to ensure the effective running of the charity.

Oversee the day-to-day delivery of community wellbeing services, ensuring programmes are delivered efficiently, safely and to a consistently high standard.

Ensure all programmes are supported by appropriate risk assessments, with risks identified, mitigated and regularly reviewed in line with organisational policies.

Lead and coordinate outreach activity to maximise engagement and participation across diverse communities.

Manage and allocate resources effectively, including staff, venues, equipment and materials, to ensure efficient and impactful service delivery. Build relationships and liaise with partners across a range of health organisations, ensuring that suitable progression pathways (‘Stepping Up and Stepping Down’) are available for participants.

Represent the organisation at meetings, events and community forums. Implement and maintain quality assurance processes to monitor standards, evaluate delivery and drive continuous improvement across all programmes and services

When required, provide cover and assistance for other staff across all areas that the Community Trust operates.

Finance: The post holder will -

Effectively manage budget(s), providing regular reports to the Head of Wellbeing and Targeted Services, Deputy Head of Wellbeing and Targeted Services.

Contribute to financial monitoring and reporting requirements

Identify funding opportunities and contribute to funding applications.

Ensure projects meet funder financial requirements and deliver agreed outcomes.

Support securing and sustaining external funding streams for wellbeing programmes.

Data, Insights and Impact: The post holder will -

Lead the monitoring and evaluation of community wellbeing programmes and funded projects, ensuring delivery against agreed outcomes, targets, and funding requirements.

Oversee the collection, analysis, and reporting of qualitative and quantitative data, including outcomes, feedback, case studies, and performance measures, to demonstrate impact and inform decision making.

Produce mid year/end of year performance and impact reports for funders, schools, Exec Team, Senior Leadership Team and

Head of service. Ensuring compliance with funding requirements and organisational standards.

Attend regular internal and external project funding meetings.

Lead the development of case studies and impact evidence for annual impact reports, funding returns, organisational communications, and social media.

Promote evidence-based practice, learning, and continuous improvement across the community wellbeing funding portfolio.

General

To always be approachable and represent Blackburn Rovers Community Trust in a professional manner regarding dress, presentation, personal hygiene, attitude, conduct and professionalism.

To be able to work flexible and unsociable hours where the role of the job requires including some evenings, weekends and overnight stays.

Be a flexible member of the Blackburn Rovers Community Trust team and when requested, assist in the delivery of other projects and activities including evenings and weekends, holiday camps and matchdays.

Carry out any other matters referred by the Director of Community and Partnerships and Head of Wellbeing and Targeted Services for specific attention.

Qualifications

Proven experience in developing, delivering and managing community health and wellbeing programmes

(mental, physical and emotional health).

Experience of working with diverse and under-represented communities, including vulnerable groups (e.g. older adults, individuals with longterm conditions, recovery communities, veterans).

Demonstrable experience of partnership working across sectors such as health services, local authorities, education and

Degree or higher qualification in a relevant subject (e.g. Public Health, Community

Development, Sport &

Exercise Science, Social Work or similar).

Professional qualification in leadership/management (e.g. ILM, NVQ Level 4+ or equivalent).

Experience working within a sport-for-development or football community trust environment.

voluntary/community organisations.

Experience of managing staff and/or volunteers, including supervision, performance management and development.

Strong understanding of safeguarding, health & safety, risk

assessment and GDPR requirements.

Experience of monitoring, evaluating and reporting on projects, including KPI delivery and outcome measurement.

Experience of working with external funders, including meeting funding requirements and contributing to reporting.

Experience of budget management and resource allocation.

Knowledge of community engagement and outreach strategies.

Ability to build referral pathways and effectively signpost participants to appropriate services.

Evidence of contributing to funding applications and sustaining funded projects.

Educated to a minimum of Level 3

(or equivalent) in a relevant field

(e.g. health, community development, sports development, social care) or equivalent professional experience

Understanding of “stepping up/stepping down” health pathways and integrated care systems.

Knowledge of local community needs and health inequalities.

Experience of leading research initiatives or community needs analysis.

Training or qualifications in mental health awareness, behaviour change, or wellbeing practices.

Experience in securing external funding and bid writing.

Skills
