Job Description

The Head of Safety and Security Planning and Administration for FWC2026 Inc. will lead safety and security vendor relations for the services to be provided across all venues (and its respective sites) for the FIFA World Cup 2026 and its test events. A total of 48 teams, more than six million fans, a workforce and team of volunteers numbering over 200,000 and millions more will take part in FIFA World Cup festivities at official events and venues across the three host countries, creating one of the largest safety and security operations to date. In addition, this role will support the implementation of the overall security services audit strategy. 

Reporting to the Chief Safety and Security Officer, this critical role will manage the planning, budgeting and audit of the safety and security services within and between the host cities and non-host cities across the entire tournament footprint.  

Working closely with FIFA counterparts from the Safety & Security Department, the “Head of” will collate and coordinate information from stadiums, non-competition venues and team safety and security functions across the FIFA26 teams in the USA, MEX and CAN.  They will also be responsible for implementation of audit and accrual measures for any FIFA26 ancillary events. 

THE POSITION

The main responsibilities of the Head of Safety and Security Planning and Administration for the FIFA World Cup 2026 include:
  • Participate on the multi-agency, multi-country Safety and Security Taskforce and serve as the FIFA26 representative on various other working groups and joint coordination groups related to his scope.  
  • Support the development and implementation of the safety and security strategy, aligned with the objectives of FIFA26 Inc. and FIFA Zurich. 
  • Serve as the FIFA26 Inc. liaison with vendor partners and service providers who will support FIFA and public safety partners with overall World Cup security planning and coordination. 
  • Oversee the negotiation, development, and management of security contracts with FIFA26 external vendors and service providers, including site owners. 
  • Ensure compliance with contractual obligations and standards, regularly reviewing agreements for accuracy and relevance, as per the tournament strategy and concept. 
  • Collaborate with FIFA26 legal, finance and procurement teams to establish robust contract frameworks that align with the FIFA26 safety and security goals. 
  • Collaborate with HR to manage Safety and Security Department staffing levels, ensuring the deployment of qualified personnel to meet the tournament security requirements.  
  • Develop and implement comprehensive onboarding processes for the FIFA26 safety and security personnel, ensuring alignment with tournament policies and procedures. 
  • Coordinate the organization of working groups dedicated to specific security objectives, ensuring cross-functional collaboration.  
  • Collaborate with internal and external teams to ensure the alignment of working group efforts.  
  • Integrate security considerations into project team documentation and alignment across different functional areas, ensuring security is embedded in overall FIFA26 planning initiatives.  
  • Collaborate with the Executive Director of Safety and Security to provide support throughout the project lifecycle.  
  • Organize and facilitate security-related events and workshops to engage FWC 2026 stakeholders and disseminate key security information.  
  • Develop and implement an audit strategy to assess the effectiveness and compliance of security operations at FIFA26 official sites, guaranteeing Service Level Agreements (SLAs) and Key Performance Indicators (KPIs). 
  • Oversee payment processing related to security contracts, ensuring accurate and timely payments to vendors and service providers. 
  • Define policies for the management of assets, including technology, equipment, and resources. Collaborate with relevant FIFA26 departments to integrate asset management policies into overall tournament planning.  
  • Assist the Chief Safety and Security Officer with management and oversight of financial and budgetary matters related to the FIFA26 Safety and Security Department. 
  • Support the implementation of the FIFA26 Security Command, Control, Communications, and Coordination (C4) strategy, including playing a key role at command and control structures implemented by the department. 
  • Prepare regular reports on the status of safety and security operations at venues (hotels, training sites, team base camps, etc.) and present to the Exec. Director of Safety and Security and the Chief Safety and Security Officer as required. 

YOUR PROFILE

  • Bachelor’s degree or similar education / experience in safety, security, policy development, and event management. 
  • Minimum 10 years of experience managing safety and security for large, complex organizations, with a focus on large-scale events. FIFA Tournaments experience to be considered a plus.  
  • Knowledge of sport event safety and security budget planning. 
  • Experience of the FIFA Stadium Safety and Security Regulations is a plus. 
  • Ability to work effectively with stakeholders at all levels.  
  • Deep understanding of security vendor and supplier regulations in the USA, CAN and MEX, including management of relationships with labour unions. 
  • Proven track-record in building and/or managing complex projects with multiple stakeholders for a high-profile organization. 
  • Experience working in multicultural environments. 
  • Experience in the Sports industry is an advantage. 
  • Fluent in English (written and spoken) 
  • Additional languages are an asset (Spanish, in particular) 
  • Proficient in MS Office (Excel, Word, PowerPoint, Visio, and Project), planning software and online collaboration tools. 
  • Proficient in Open-Source Intelligence Tools, patron screening technology, biometric identity solutions, enterprise access control technology, and video analytics systems.
